Producer Unknown ~ Daisy and Fern pattern makers are as followed:
Buckeye ; Northwood ; Jefferson ; West Virginia Co.
According to the Encyclopedia of Victorian Colored Pattern Glass Book II, Opalescent Glass A to Z by William Heacock ~
you can find the pattern figure 302 page 54, the shape and form exhibiting the odd four point ruffle top is illustrated below that image in the Swastika Pattern, according to the book that pattern maker is unknown, therefore we are unable to correctly identify the maker being that this piece is in the odd form but recognized pattern, we personally believe this is Northwood and are attributing it as such. They were the only ones to exhibit the this type of "tall" ball form with the ruffled point opening.
